With packaging EPR legislation still in its nascent stages in the U.S., stakeholders have ample opportunity to study best practices from other regions. To develop the most effi cient packaging EPR legislation, we should make note of lessons learned from past implementations and incorporate them into future endeavors while also acknowledging the unique complexities of the recycling landscape in the U.S. This report discusses the potential of well-designed packaging EPR policy in the U.S., with a focus on three key areas: 1. Sequencing and timelines for program rollout; 2. Program effi ciency driven by structural design and role allocation; and 3. Elements that can be standardized or adapted across states. By examining these areas, we provide stakeholders with actionable strategies to drive systemic change, improve system effi ciency, and increase recycling rates nationwide through EPR policy.
