The purpose of this paper is to outline some of the basic issues of Extended Producer Responsibility (EPR ) and to provide a catalyst for discussion for the 3 rd National Canadian EPR Workshop, March 3 rd to 5 th in Halifax, Nova Scotia. This workshop will provide testimony on issues of EPR from experts across Canada and around the world. The workshop will also provide participants with an opportunity to discuss program performance, to learn of emerging approaches and technologies and to help the planning for EPR programs in their area of responsibility. The workshop is intended to accomplish three main tasks: a. To share perspectives on EPR across Canada and abroad; b. To identify opportunities for existing and new EPR programs; and, c. To encourage and engage regions and organizations to develop new EPR programs. It is expected that participants will learn of the following at the workshop: a. Existing EPR programs across Canada; b. Existing EPR programs in other areas of the globe; c. Opportunities for new EPR programs in Canada; d. Drivers needed to implement EPR programs in their area; e. Techniques and policies for the operation of more effective and efficient EPR programs; and, f. Other emerging elements of EPR programs such as Canada-wide harmonization, Design for the Environment, etc. It is hoped that participants will derive ideas for the necessary tools and approaches to ensure the successful development and implementation of EPR programs in their jurisdictions. A ‘Proceedings’ will be made available after the workshop.
