On June 13, 2012 the Senate passed Bill 3073 and created the “Special Legislative Commission to Study Producer Responsibility Models for Paper and Packaging”. The nine member Commission was authorized to study opportunities to preserve long-term landfill capacity by expanding the diversion of paper and packaging through producer responsibility programs, and to evaluate the producer responsibility programs in the state.
