In the regulatory environment, both at a domestic and EU level, it is expected that there will be new waste stream recycling targets. To ensure it can deliver upon new and increased recovery and recycling targets, the Department of the Environment, Community and Local Government (DECLG) commissioned a wide ranging review of the existing PRIs which are currently in operation in Ireland. The PRI review examined: • The operation of the existing PRIs; • The scope for additional measures to improve the effectiveness of the existing PRIs; • The potential for further measures to enhance the prevention and minimisation of PRI waste and to encourage the preparation for reuse of recovered PRI waste resources. • The potential to introduce further PRIs for the management of additional waste streams. • The suitability and effectiveness of the current statutory and regulatory arrangements particularly when compared against best practice in other Member States, Review of the Producer Responsibility Initiative Model in Ireland Main Report MDR0918Rp0009 xxv Rev F01 • The effectiveness of the current competitive dynamic in the waste streams where PRI operates and how it can be maximised (i.e. existing schemes enhanced and / or additional schemes made subject to PRI) to increase competition, lower costs for producers & lower the potential for free-riders, and also bearing in mind the potential increase in costs which might arise due to the increases in the number of compliance schemes, • The cost of recycling for Irish producers, including both the actual cost of recycling and the administrative cost of the compliance scheme, • The effectiveness of the current use of information and awareness within the PRI and recommendations for its enhancement, • The suitability, availability and quality of waste recycling infrastructure and services, which are present in Ireland and relevant to PRIs including the practical potential for the use of emerging technologies.
