Current situation and solutions to promote plastic waste recycling in Viet Nam

Abstract/summary

Viet Nam disposes of approximately 3.9 million tonnes plastic waste annually, but just a third of that is recycled 1. Plastic waste that has not been collected and treated properly is discharged into the environment causing pollution in land, sea and ocean, negatively affecting the ecosystem and human health. Plastic waste management is currently approached towards circular economy model, in which recycling plays an important role. The Law on Environmental Protection (LEP) 2020, Decree No. 08/2022/ND-CP, and Circular No. 02/2022/TT-BTNMT have institutionalized the Extended Producer Responsibility (EPR), which is expected to be an effective tool for Viet Nam in promoting waste recycling in general and plastic waste recycling in particular. The study “Research and investigation on recycling situation and recommendation on measures to accelerate plastic waste recycling in Viet Nam“ was implemented from May to October 2022 with the aim of supporting and promoting policy enforcement, knowledge sharing, and exchange of experiences on EPR. The study was carried out under the framework of the WWF-Viet Nam funded project “Mitigating marine plastic debris in Viet Nam” and the Vietnam Administration of Seas and Islands, Ministry of Natural Resources and Environment is the project owner. The study systematized the current policies relating to the promotion of plastic waste recycling; provided an overview assessment of plastic waste recycling technologies in Viet Nam and a number of plastic waste recycling technologies in the world; a random survey of 15 representative enterprises in the North, Central, and South region was conducted to assess the advantages, disadvantages, and limitations of recycling activities, thereby proposing solutions to promote the plastic waste recycling in Viet Nam. This policy brief summarizes the main findings of the study, identifies the opportunities, challenges, and proposes solutions to promote plastic recycling in Viet Nam.
