In the 2018 Resources and Waste Strategy for England, Defra announced it will consider how best Government can continue to support voluntary industry action, as well as the role of wider policy measures to support reuse and closed-loop recycling to reduce the environmental impacts of clothing. This report aims to support Defra by assessing the viability of wider policy measures.
