With the recast of the EU WEEE Directive, the European Commission and Parliament seem to have chosen an ambitious target of 65% to be collected based on three years of EEE Placed on Market (POM). The advantage of this is that the old 'flat rate' of 4 kg for each country is replaced with a percentage target and thus a much more direct relation with the actual quantities of EEE becoming WEEE. However, what the 45% 2013 and 65% 2016 targets mean in practical compliance terms is still very uncertain. The 65%, although being a clear legal starting point, cannot be used in practice as a simple statistical average for all individual products, product categories or collection categories. Therefore, this publication includes an update of the quantities of EEE and WEEE over time, plus a translation of the proposed targets in kg's per inhabitant per EU Member State to be collected in 2013/ 2016. Based on these outcomes, it suggests what steps could be taken to precisely determine future compliance with the proposed targets and how to promote more collection in general.
