Extended producer responsibility in Brazil: the case of tyre waste

Abstract/summary

Environmental policies based on the extended producer responsibility (EPR) concept have been adopted in various countries, and the EU, as a strategy to promote product redesign and to reduce the amount and toxicity of solid waste. This paper describes the development and implementation of an EPR-inspired policy in Brazil to deal with tyre waste, and analyses its constraints. It is argued that the experience was an attempt to use an institutional solution to overcome structural problems. The findings provide a basis for recommending that governments pay attention to the potential constraints upon the effective implementation of foreign policy solutions before these are imported.
