The Operation of the German Packaging Recovery Organization: Part of a collection of papers on EPR programs around the world

Abstract/summary

There are many reasons why the German EPR system for packaging is the most commonly cited EPR approach. The German packaging EPR was not only the first EPR program, starting in 1990, but was also the first EPR system that changed from a so called “monopolistic” to a “competitive approach” in 2003-2005. Additionally, a mandatory deposit system for certain one-way beverage containers was introduced in 2003 respective 2005. By better understanding the many experiences and developments of the German EPR system, we can make better decisions about EPR now and in the future2.
