Abstract/summary

The paper explores the shift in laws and strategies aimed at promoting sustainable management of packaging waste in Spain, with a focus on flexible plastic packaging in the commercial and industrial sectors. The study delves into the implementation of Extended Producer Responsibility (EPR) schemes mandated by Royal Decree 1055/2022, highlighting the crucial role of EPR in fostering a circular economy (CE) for packaging waste. Through review of EPR literature, case studies and analysis, the paper examines the challenges and opportunities in achieving sustainable management of flexible plastic packaging, drawing insights from companies already navigating EPR obligations and the choices between Collective EPR Schemes (CPR) and Individual EPR Schemes (IPR). The study focusses on the contribution of End-of-Waste (EoW) criteria to promoting sustainable resource management, and the influence of EPR regulations on reducing environmental externalities. The study concludes that the evolution of EPR regulations in Spain has significantly renewed country's approach to sustainable waste management, particularly concerning flexible plastic packaging. By aligning national legislation with European Directives (ED), Spain has demonstrated a commitment to promoting a CE for packaging waste. The conclusions emphasize the vital role of EPR in driving sustainable resource management, reducing environmental impact, and advancing the circularity of packaging materials in Spain. The study underscores the importance of continued adherence to EPR regulations, stakeholder collaboration, and public awareness for achieving long-term environmental sustainability in the management of flexible packaging waste in Spain.
