Combating the plastic waste crisis in the Philippines: implementing extended producer responsibility with lessons learned from Korea

Abstract/summary

Across the world, in low-income countries as well as wealthy ones, decision-makers in government and industry, as well researchers, environmental organizations, and citizens’ groups have been working to improve the management of plastic waste, and especially the waste from single-use plastics. One widely used approach, which is the subject of this report, is Extended Producer Responsibility (EPR). EPR is an environmental policy approach that is based on obligating producers to assume full responsibility for their products, both during their products’ life cycle, and once their products and packaging become waste. Producers can fulfil their responsibility by providing financial contributions and/or by undertaking the waste management activity, themselves. In recent years, awareness about the urgent need to address the plastic waste crisis has been growing in the Philippines, and this has accelerated the development of a set of waste management policies, some of which contain EPR-related provisions. The Philippines’ government has recognized EPR as a potentially viable solution for reducing the country’s plastic waste problem. Civil society organizations (CSOs) and nongovernmental organizations (NGOs) have also been advocating the adoption of an EPR framework in the Philippines, as have several business and industry groups that are collaborating with government and other stakeholders to flesh out the details for an EPR scheme. This report discusses how EPR, in accord with the new EPR Act, which became law on July 23, 2022, could address the widespread waste management challenges in the Philippines by catalyzing improvements in the local-level collection, segregation, and processing of plastic waste.
