Recyclable Management in Quebec: When companies get into the game!

Abstract/summary

Quebec is also different when it comes to residual waste management, as evidenced by its handling of recyclable materials. Recyclable material are collected as a single stream, with consumers placing all materials together in a bin, which is placed at the curb generally every other week. 99% of some 3.5 million households have access to a municipal collection service, the largest residential service area in Canada. To finance this endeavour, the Extended Producer Responsibility (EPR) system, called the Compensation Plan, was implemented in 2005. Today, around 3,400 companies who market containers, packaging and printed matter in Quebec are responsible for financing 100% of the net costs of municipal curbside recycling. This EPR system is managed by Éco Entreprises Québec (ÉEQ), a private non-profit organization certified by the government of Quebec.
