The article focuses on the product stewardship policy that should be high on the environmental agenda of U.S. President-elect Barack Obama. It is noted that the shape of the policy will depend on how people learned lessons from previous recycling policy debates. Among lessons learned include the failure of public sector or nongovernmental organization (NGO) representatives to determine the number of competing interests that fall into the industry side and few on NGO side understand the influence of environmental liability regimes on corporate enthusiasm for recycling. The distribution chain is claimed to be crucial to a successful product stewardship. A product stewardship system must also recognize and establish upon the supply and distribution chains in order to be successful.
