The publication of the OECD’s EPR Guidance Manual in 2001 further accelerated the implementation of EPR policies worldwide. In 2016, the OECD released a revised EPR manual, building upon the foundations laid by Lindhqvist and the OECD (2001). This updated manual not only outlines new horizons for EPR but also highlights remaining challenges. This paper examines the revised manual from an economic perspective, exploring the potential for EPR to drive innovation in the 3Rs (Reduce, Reuse, Recycle).
